Higher pay for city employees to result from long-awaited wage study?

Staff directed to review, provide input

The City of Gaffney Personnel Committee on Thursday pledged to fast track the long-awaited city wage and compensation study.

After convening at 4 p.m. on Thursday, the committee quickly went behind closed doors to discuss the study with the Archer Company consultant.

Upon returning from the executive session, Personnel Committee Chairman Boone Peeler instructed the city staff to review and give its input on the study.

He then said the committee will meet soon to discuss the staff comments.

While Gaffney Administrator James Taylor wouldn’t discuss the specifics of the study, he did acknowledge the study showed that some positions were below market pay.

He also declined to put a timeline when the study’s results would translate into higher pay for those positions but did say the city wants to implement some of the study’s findings as soon as possible.

The city appropriated about $200,000 in the budget to respond to the study’s findings. But Taylor conceded $200,000 is relatively small change when compared to the city’s $5 million payroll.

In comparison, Cherokee County Council passed a generous compensation plan to modernize pay scales for all levels of county employees while giving department heads the chance to reward employees based on merit. All county employees also received a 4-percent cost-of-living raise as part of the study. In the current fiscal year budget, the county spent nearly $1 million on longevity and cost-of-living raises for its employees, putting more pressure on the city to move in the same direction.
